The Residence Hall Assembly shall act as the umbrella organization for all Hall Associations and the Residence Halls and be the primary representative body for all students living in the Residence Hall System at the University of California at Berkeley to Residential Student Services and Programs (RSSP), to the Associated Students of the University of California (ASUC), to the larger university, to the City of Berkeley, and to Residence Halls nationwide.

The Residence Hall Assembly shall consist of one RHA Representative from each residential district, elected by the members of the corresponding Hall Association living in that district, in accordance with the Title I of the RHA Constitution. Each Hall Association may have up to two RHA Co-Representatives for each district covered by that Hall Association. The RHA Representative(s) is/are entrusted with the privilege and responsibility to speak on behalf of their constituents.
